Phase 3 of the Energy Savings Opportunities Scheme (ESOS) is currently ongoing, with a compliance deadline of December 5th, 2023. ESOS mandates large organisations to calculate their total energy consumption, conduct audits at significant energy sites/processes, obtain director sign-off on recommendations, and notify the Environment Agency upon compliance. Initiating the compliance process early offers benefits such as minimising disruption, improving data gathering, spreading out compliance costs, identifying energy reduction areas, and aligning with broader Net Zero objectives. Johnson Controls is actively collaborating with clients to establish action plans, ensuring compliance while providing realistic recommendations for savings and achieving internal energy and carbon reduction goals.
 
Since April 1st, 2019, UK law has introduced the Streamlined Energy and Carbon Reporting (SECR) legislation, requiring large companies to report energy and associated greenhouse gas emissions in their directors' annual reports. This reporting encompasses electricity, gas, and transport fuel usage, along with intensity factors, comparative figures, and a narrative on the organisation's commitment to energy efficiency. Accuracy and robustness are vital in these annual reports, and Johnson Controls can assist in scoping the reporting, developing methodologies, verifying data accuracy, and compiling high-quality submissions. While scope 3 reporting remains voluntary, Johnson Controls can discuss its relevance for your organisation.
 
Mandatory greenhouse gas (GHG) reporting regulations require quoted companies to disclose their annual GHG emissions in directors' reports. The Streamlined Energy and Carbon Reporting (SECR) expands these requirements to include global energy use and an energy efficiency narrative. Johnson Controls follows the GHG Protocol Corporate Standard to ensure robust reporting and effective demonstration of emissions. We collaborate with clients to create tailored reports that meet regulatory requirements and address corporate targets. This includes defining reportable operations, verifying data, determining voluntary reporting levels, data collation, consistent reporting methodologies, inclusion of intensity ratios and contextual information, and setting targets to drive strategic energy management.
 
The Heat Network (Metering and Billing) Regulations, implemented in 2014 to comply with the Energy Efficiency Directive (EED), promote accurate and transparent metering and billing for distributed heat, cooling, and hot water. Heat suppliers must inform the regulator every four years about their network. The regulations also require heat suppliers to assess the need for heat meters or cost allocators in buildings based on viability classifications: viable, open, or exempt. Johnson Controls can assist with scoping, qualification assessment, notification handling, viability assessments, turnkey meter installations, automated monitoring and targeting (AMT), and keeping organisations updated on legislative changes.
 
Climate Change Agreements (CCAs) enable eligible energy-intensive industries to receive discounts on the Climate Change Levy (CCL) by meeting energy efficiency targets. Phase 2 of the CCA scheme runs until March 31, 2025, with buyout payments required for non-compliance. Johnson Controls provides fully managed CCA services, ensuring compliance, forecasting buyout costs, and supporting energy reduction strategies. We also conduct audits to optimise CCA benefits for existing agreements.
 
Under the Energy Performance of Buildings Directive (EPBD), TM44 Air Conditioning inspections are mandatory for systems with a cooling capacity over 12kW. Conducted every five years, these inspections aim to improve efficiency, reduce energy usage, and lower carbon emissions. Our comprehensive service covers surveys, detailed reports, and lodging findings in the central database. Our TM44 output goes beyond compliance, providing valuable insights to inform system operation decisions.
 
Under the Energy Performance of Buildings Directive (EPBD), Energy Performance Certificates (EPCs) are legally required for building sales, rentals, or construction. EPCs rate building energy efficiency from A to G. Non-compliance results in penalties. Since April 2018, most commercial premises require a minimum EPC rating of E. Our accredited energy assessors provide commercial EPCs and Recommendation Reports, ensuring EPBD compliance and identifying energy savings opportunities.
 
Display Energy Certificates (DECs) are essential for public buildings to demonstrate their energy performance and raise visitor awareness. Ratings range from A to G, indicating efficiency levels. DECs must be prominently displayed in public buildings over 250m² occupied by public authorities and frequently visited by the public. Buildings over 1,000m² require annual DEC renewals, while those between 250m² and 1,000m² are valid for 10 years. Our accredited energy assessors provide an end-to-end service, collecting data, conducting surveys, and generating DECs and advisory reports lodged in the central register.
